While the water from the Underground lake increases the chance for them to get pregnant, you can't get them pregnant until a certain part of the game. You need to see a scene with each character, where, at the end of that scene, the game notifies you that, from this point on, you can get that character pregnant.

Have to pass each one event at tent first. (At least in my case.) Then Narrator gonna mention each one that unlock posible to get pregnant and get water from underground cave to imporve that chance. But be careful if you got all of them pregnant it force to live in the island ending.
