If you choose to send Estallia and her soldiers to Mhen'ga, then yes.
They'll set up a little outpost in the town. There isn't much interaction with them, but you can at least verify that they're doing fine.
Remember to not be on Sterilex, it's an easy thing to forget at times.

Fen hasn't pushed changes to Public source code yet, which would include Nastizia character. So searching "Nastizia" gives zero result at

Need to finish Zheng Shi, have at least 10k credits, penis, and not be sterile. She also appeared in 0.8.120 so you need to be up to date.
You can probably try and edit save flags via TiTsEd. Results may vary depending on your skill.

For the time being, you can find those by throwing the SWF into a hex editor like HxD and using some good ol code detective skills. Mind you, first you gotta extract the "packaged" SWF within the original SWF which can be easily done with 7-zip.
