For the same reason girls from other games dont get added: they arent really popular with the general audience. It´s also related to the lack of specific models for some girls and their lack of specific features to get them into TF (facial bones being the most common absence)
It's misleading to put mobile and VR in the same pot here. VR could easily be implemented, as was shown by the VRGIN hack for (I think it was) v0.42. Unity makes it rather straight-forward to do so. The fact that it's being dismissed is almost certainly due to unwillingness by the dev.
The game struggles to run smoothly even without VR support. It's possible the lack of VR implementation is due to performance concerns, playing it in VR at its current state could be so unstable it might become a nauseating experience.
