Trying to translate a wolf rpg game

I've installed locale emulator and ran the editor with it but the command insert window thing seems to be entirely blank and there still is question marks

Is there a way to fix the question marks and the command window thing being blank?

Instead of using an emulator try setting your system locale to japanese and downloading the language pack.

I tried that and there are even more question marks than the emulator
