Are developers not making games for UE anymore? I feel like there hasn't been a completed game in years..

Well, Unreal is more complex than Unity, which already is more complex than renpy/rpgm.
So it is only natural that we see less things being created from more complex engines.
There also would be very little advantage in creating a simple VN in unreal unless you were planning to actually use 3D renders or more powerful features it offers. If anything you will just be making it harder for yourself and modders alike.
