Not sure if it's the video compression impacting the video quality, but I personally really like the animated. Much more immersive to me, but if it's a lot more work and the quality is reduced to the same level as the video attached, then still frame might be the way to go.

Yeah i noticed that now. With no quality loss its aroun 30mb, 6-7 times bigger than high quality images. But with some good compressing and webm format its around 1.3 or around and its quality i little less than original

I prefer the animated version but the real question is: can you afford it?
I imagine that adding this kind of thing for each shot can be quite time-consuming (extra time to animate, larger game size to handle, more difficult/longer to correct if there's a problem or if you want to modify the scene, etc.).
Personaly I think this is the kind of thing I'd add in a later stage, when everything else is working.

I have completed the ground work rn. As a result the last content around 1mb - 4mb and its webm hardcoded by ffmpeg and converted. So yeah i am going to made all of the sandbox map animated. The finall quality is near original and size is less than high quality images

I would be careful about over-compression early on in the stage; you can always do a bulk pass down the line if you discover they've gotten out of hand. Definitely go for the animated version.
