Im looking for a game i played years ago.
Was VN for sure, school setting with a character creation for your girlfriend, you could change her hair styles, boob size, skin color and so on.
There was also this weird "city customization" where you could change facilities placement, add new ones and destroy some as you see fit.
I think it was vanilla too, it was all in japanese so i cant remeber if there was any NTR element.
