Identify VN game where you make mind control device and live with girls underground

Hi, just wiped my SSD and I regret that I can't remember this one games name I want to redownload.

-MC is male and made a mind control device in start of game
-Some other organization want's the device and some nerdy (blue haired?) girl saves the MC and leads him to some underground bunker
-Many other girls live there who also had problems with that organization
-One of those girls kept the upstairs bar or something
-MC tested the limits of mind control device in some cafe to girl who worked there
-That girl had mind control fantasy or something
