This is Waifu's Mission Volume 3 Special Edition. Contrary to what the OP has, the dev has released distributables for all four platforms in December, so I'm putting those here.
Proton is getting on my nerves, so I'm abandoning that host and using WDHO instead from now on. Distribution should be a bit quicker too. Download gg and WorkUpload hosts are unaffected.

I have written up a list of who appears in Volume 3 specifically:
Volume 3 follows up from Volume 2, with the protagonist getting stranded in the Goblin Slayer universe. There are no CG unlock requirements to enter a route in this Volume. Furthermore, from what I've seen, the Umi/Rosa route is canon, so get that route done before you move on.
Volume 3 is also a bit longer than Volume 2, and features combat mechanics. I have supplied a walkthrough for how to get into the various routes. But be warned - Neko's route involves some pissplay, so be aware of that.
I should have Volume 4 here soon. It will most likely be here in the next day or so, or possibly the next few hours if I'm feeling it. You're on your own for a walkthrough of Volume 4 - the Volume is big, and the dev is still making edits to it, so any walkthrough I make will probably go obsolete in a few months. I might make a walkthrough that outlines the really important stuff, but that won't be around for awhile.

Volume 4 is a direct followup for Volume 3. The protagonist finds himself in a precarious situation after attempting to foil the execution at the end of Volume 3, though he and Umi are able to escape captivity.
There are many characters in this Volume. MANY characters. It will take some time to count them all up and figure out what franchises they come from. The same goes for writing up a serviceable walkthrough. In the meantime, I'll provide some choice CG I ripped from the gallery which show characters I know for sure are in this Volume:
And this is only a small sample of the full batch of H CG. There are also some characters who appear but have no H-scene as far as I know (Raiden Shogun from Genshin Impact, Ubel from Frieren, Hestia from Is It Wrong to Try to Pick Up Girls in a Dungeon?, Malty from Shield Hero).

Are all of the volumes different games entirely and is Vol 1 and Vol 1 Special 2 seperate games as well or can I start at vol 1 - special and get all of vol1?
The dev arranged things in a complex way. It works like this:
Each franchise (PkdXXX, Waifu's Mission) has a separate series of Volumes.
Each Volume consists of a different entry in the franchise; for example, Volume 4 is the fourth installment of the Waifu's Mission franchise.
Each Volume comes in three types (Demo, Standard, Special) with more content in the type you pay more for. The higher quality types have all of the content of the lesser types, so get the highest quality type you can.
If you want to play all of Waifu's Mission as if you're a new Patron in the highest tier, then you will want to play the Special Editions of Volumes 1 through 4.
I'm not sure why the dev jumped from 3.0 -> 3.5, but here's 3.5.0.
