No, less than 1000 Euros from fewer than 23 people is not a success. The base, introductory level goal was completed. Yes. But, if you look at the full goals, you can see their full intent on what the final project would entail and how much they were looking for, at a minimum (60,000 Euros) for their team of 7 to create a game that they would then make available for free to the general public.But it's said that the funding was completed. When a several levels of their Kickstarter sponsorship are equal to or higher than their base level goal - it is obvious what they were shooting for. They did wisely set their first goal very low so that they could hopefully get something. Remember that if a Kickstarter doesn't hit its base goal, the creators don't get a penny.
Completed and success are two different things.
If (some of) the creators from the Kickstarter are part of the creators who now have it up on Patreon - this shows they learned from their lesson about which is a better bet between the two platforms for adult game developers.
Good luck to them in their new vision for the VN. When people have to pay the bills, something has to change in order to keep the dream alive. Obviously, whoever was the artist(s) needed to find work that paid them enough to eat.
