What engine?

I'm thinking about starting a game similar to Free Cities, except it would be a Fallout like vault, except not in that storyverse. The MC will be the overseer, and it will use mechanics similar to Civilization for building stuff. So, what engine should I use?

Turn based
Non-3D environment
Plan on adding Daz based images, but not required for game play

Whatever engine you want.
The things you have said can be done in pretty much any engine I can think about, it is so simple that the engine choice comes down to just yourself, so if you want a true suggestion you will need to tell more about your likings and knowledge.
Do you know/like C#? Go for Unity.
Got experience with Ren'py and know some python? Go for Ren'py.

If you want to make a game as similar as possible to Free Cities, which is made with , you could just use that. It's possibly the easiest way to make a game if you're completely new to this anyways. There's also , , and many more, which all can work for the type of game you're looking to make. No matter if you end up using Twine or not for the game, I still recommend you use Twine to write the story, if you're planning on creating a complex story with lots of choices
