what games do you have the most Freedom in Transformation

The game overall isn't well-done outside of the TFs and art, but yeah, it has a whole bunch of TF routes and lots of granularity to the gradual TFs.

Gotta be the original Corruption of Champions for me. It doesn't have much artwork by default. But there are a lot of community made sprite / image-packs to make up for that. The game is litteraly all about transformations and offers a shit ton of variety in what you can do to yourself. The game also has a sequel called Corruption of Champions 2, but it was kinda meh in comaprison for me.

Degrees of Lewdity is another game that comes to mind. It also has pretty bad art by default, but if you join the "Degrees of Lewdity Modding" Discord they have a lot of good art packs. I can recommend the goose mod.

A nice game called Liliths Throne gives you basically infinite freedom to how you transform your character. Only problem is, the game - similar to CoC or CoC2 mention before - there are no sprites for your character by default. NPCs have a couple each, yes, but your character doesn't have one. But you can import images from elsewhere and use that, if you so choose.
I personally complement it with some AI art I make myself, but that's not for everyone
