Depends on your programming knowledge.
RPGMaker MV is the easiest engine to use if you want a simple RPG game, it's still capable enough with you want a more complex game, but then you'll have to know java language as it is the one RPGMMV uses.
For 3D images you have two options:
Honey Select Studio, it is a poser-like program and if you search google you'll find plenty of mods for it. The downside is that you can't really make a "realistic" character with it. They all end up looking the same.
DAZ3D, it is a rendering program (there's a poser version too, but almost nobody uses it anyway). The program itself is "free" and has some basic resources and models. If you want more flavor, you'll have to buy resources from their store.
Of course, those are the most "mainstream" options.
