what is: that red clickable line at the top of the page

Hi,
my strange question of the day.

I'm wondering what that red clickable line at the top of the page of my browser is ?? (on my windows box)
it's got a "X" in the top right that i can click to close it & I can click the red line but nothing happens......
it reloads with each new page visited..........

can anyone tell me what that red clickable line at the top of the page is ?? (hope it's not aliens)
it's on every page except "latest updates"
