Oh, I registered it. I mean the link it provides requires a password, and I can't understand its password description because I know nothing about Korean.

I guess that what he search is the password to access the last part of the link.

The link to the archive is protected by a two steps process. A base64 text that give you an URL to a urlmasking site, but then the said site is clearly expecting for an input in top of its captcha.
And the password is present in the page he linked, you can see it yourself:
"1q2w3e4r" + paste the national rules behind
I guess that what he don't understand is what are those "national rules" ; as long as google translate is accurate in its translation..
