Where and how do I begin?

Hi everyone
I want to start creating images and begin making my own story and game but I am lost at where to begin. I have never tried this before. Could you recommend how to begin for someone who has never tried this before? What programs should I use? How do I get the models? I do I start creating scenes? I hope these aren't dumb questions. Thank you.
