why does Rule 1.7 exist?

surely it’s not just down to an admin’s personal feelings or whims, is it? so, why is it there?

Here is the official reasoning for that rule.
It's a legal issue that ties into the survival of the website. Here are 3 very compelling reasons -
1
- We're trying to stay on the right side of the businesses who provide the hosting and server space. They have laws to follow just like we do. So we are trying to do the best we can with providing the game we can but still "stay under the radar". Problem is, once it starts getting too extreme like young realistic sexual content, then those businesses will refuse to host us or provide servers.
2- The younger content brings in "undesirables" (pedophiles and others) from the deep web and elsewhere who often are being tracked by law enforcement.. that's bad for us in 2 ways.. those "undesirables" often bring some nastier content with them and the law is now going to scrutinize the site. Again, really bad.. The hosters/servers will drop us in a second if we bring in the law.
3- That content will NOT go unnoticed by hacktivists who won't hesitate to flood this site and use tools to make our lives very very miserable.

Remember, if we trigger a NEGATIVE response from the hosts and/or servers, we have no website. NO F95Zone in other words.

i’m not entirely clear on this rule. is all lolicon/shotacon banned, or only realistic depictions?
Rule7 is not just about lolicon/shotacon as a whole, but about those of them who are prepubescent looking, so if they show clear signs of puberty (boobs and pubes) they are in the "safer" range.

You won't find any realistic depictions (for example AI Art), even if in the pubescent range, those characters need to be 18+ looking.
3D cgi (like DAZ or VAM) is on the border of what is allowed. Here, a stricter approach is taken and they tend to allow only somewhat older ones. Also it is important if the dev intended them to be younger, but pretends they are older (I swear! She is a 200 year old vampire!).
Drawn characters (comic/anime) especially unrealistic ones get more leeway and you can actually find several of them here.

Just use the Latest Updates and search for them, then you will get a general idea.

But in the end, all this is at the discretion of the staff and if you are unsure about what is actually allowed (for example because you want to request a game), you should ask mods or the staff.

To find games that were reviewed and allowed you could do a forum search (not: Latest Updates) in "games", "title and first post" for searchterm: approved.
(+1 case where Ryahn used "vetted" instead of "approved")

Sometimes there is a note in yellow font "approved by staff" to avoid further reporting, sometimes it is text in dev notes to the same effect.
It may not exclusively be about rule 1.7, though.

Quite some games outside my own comfort zone, but obviously staff should know much better than me what they can allow and what not.
