VN Locale emulator doesnt show up in the context menu

Ive been trying to get a locale emulator to work so that I can play some japanese games, however everytime ive tried to install it, while not having any issues with the download, and the antiviruses deactivated, the context menu never changes.

Its been really frustating as I cant understand why its not working, meanwhile every guide ive watched it just works perfectly fine for em T~T

I have not used it for a long time but I know that before it is not displayed on x64 programs
