The mods would have actual engagement graphs, but mostly it seems to follow the US/Europe day cycle, with the caveat that unlike Reddit a lot of people aren't browsing this (with the intention to download) from their work/commute. Weekends seem popular for launches, but that obviously means the uploaders get over-worked.
Game devs can consider the best time of the month to update their games here, but the best time of the day would be a guess, because even if game devs knew when the traffic is the highest, they can't know how long it will take for their games to end up on the Latest Updates since that is done by mods/uploaders, not the game devs, and it can vary many hours how long it will take.
I don't know, but some devs avoid releasing their updates on the 1st with the idea that many devs release on the 1st and then your game will quickly fall down the latest updates list.
