It's not RPG Maker but Action Game Maker there's no RTP for it. Someone had the the same issue in the game thread, but no answer. I gave the game a quick try and didn't have any problems, try moving it on to the C: drive maybe.

Reinstall / update the DirectX libraries. Read

(follow slance310's suggestion). Do NOT download the .dll from any other site but microsoft.com
