Do yourself a favor and learn how to use a vpn. There are plenty of free options that will serve your purposes if all you're looking to do is bypass region blocks.

The problem is that I've already tried and I still can't access the download. I've tried with Proton and Opera, and it's strange because the download says it's no longer available. That's why I'm asking for help, since I've tried and failed. u.u

Testing it myself, VPN and unVPN'd and no, it doesn't seem to work. Probably due to the 24 early access for Tier IV being over so he changed the upload link to Tier III I'd imagine.
