Free Cities allows you to set up slaves as milking slaves and offers the dairy where you can put in slaves to live as free range hucows or even be milked industrially (as in locked into milker stalls). The game also lets you modify them via surgery to implant them horns and similar stuff, and hormone or genetic treatments to increase breast growth.
It also has a "side story" in the form of a TV program about the owner of several slaves who turns them into hucows.
I recommend the popular mod, although you can't find it on this site due to some optional content.
You must be registered to see the linksis an era game (same engine as eraTohoK and eraTohoTW, for those who know those games) that is focused on capturing humans and demihumans and turning them into hucows. It's currently getting a translation, although most of the game is already in English. I still recommend using TranslationAggregator, as some semi-vital passages are as yet untranslated.

Just tried it, you can log in with them.
Do note that era games are not extremely easy to get into. This post explains a bit and also links to the wiki on era games. But it pays off, imho, the mechanics are generally enjoyable and on the more complex side.
