Identify A Beat 'Em Up game with a fuckload of characters

The thread is pretty aptly named because that's about the only thing that i remember about it. A sidescroller with 2D graphics where you beat the shit out of enemies, the only thing i remember is being surprised by the amount of playable characters, one of whom was a cowboy woman i beat the game with.
