Post a sample screenshot. There are a lot of filters and actions for photoshop that might fit what you're looking for.

Yes, I know it can be done by Photoshop. But as I know there are zillions of online scripts which are doing the same thing I presumed there should be a full program for serious cartoon making.

What you want is called "Style Transfer" which is currently and has been a hot topic in advance neural networks for the past half decade. You may be able to find a few online, but as far as I have been able to find, most are not really for consumers, but for other researchers, so you may need some programming skills to uses them as a form of API.
