My immediate thought is Peerless Lust for foot fetish. It's not designed as a foot fetish game but it has a ton of foot fetish scenes because at least one of the patrons keeps paying for them.

Ngl, I'm bussy, I'm lazy and I'm unmotivated to work on this. I'll probably update the files in the OP by the end of the month.
