That's no filter by the amount of votes: at best it's a half-decent workaround for one.

Hmm... Could you mean https://f95zone.to/forums/games.2/?order=rating&direction=desc ?

It's the nearest you can find, because ordering by the number of rating, instead of the average rating, don't really have an interest.
