I was looking at a page I saw that I want to have a patch of the game, so I need to have a translated patch already? I thought the program translated it correct me if this is wrong
and if you know any programs that do the translation please tell me

Yes you need the translation already done, it doesn't translate itself. Translator++ is probably what you want to translate.

You could try asking in the thread, although the answer before was to install redistributable's that you seem to have.
