You can get condoms from the undercity

Click on anyone, and the very top of their name there should be a bag icon. Click on that

and your relationship with rodger and eve is only 5? i'm not an expert of this game but i don't think it's possible... (i suspect a bug)

Rodger is dead, the settlement is destroyed, and Eve now lives with you?
If that's the case then you may want to update to the Ver 0.62b patch. I posted a link to it the post before your original post.
