The developer posted about this very thing a few weeks ago on the comments section of the Itch.IO page. You are welcome to go there and read the whole comment chain, but here is a snippet with relevant information.

Sorry for my English, but as I understand it, the developer was posting very minor updates for a long time (like recolors every 3–4 months), then there was talk about a 1.0 release and later the whole itch.io situation.
Now it feels like the game is abandoned, supposedly because of a lack of funding — even though most supporters seem to still be supporting the project. I honestly don’t understand what the issue is.

Steam moderation, as far as approving porn games goes, is, as we're all very well aware, famously consistent and fair.
It's because you could open note pad and literally chose the scale of the characters. you could make an NPC look VERY small compared to the MC. So yeah, shut down straight away.

The game may be abandonware now but at least You can still get up to some freaky shit
It feels like it defeats the purpose as the Devs main reason for leaving the game due to money issues. But same time I somewhat agree with what you said

May i suggest the developer might be lying? The developer for this game has 2 finished games on steam already, they should have a stable income, enough to keep developing the game... Naelstrof ALSO has 2 games on steam... ONE of those games were developed WITH Raliv, btw, namely Chastity Catastrophe.
Naelstrof reported that their income was now stable enough to work on games independently, Raliv is in the EXACT SAME SITUATION AS NAELSTROF... but somehow can't keep developing this game? I call BS... You know what i think? I think Raliv just got bored, and didn't want to continue developing the game... And now they're making excuses, because they don't want the backlash for it... Simple as that!

Steam unfortunately reinforces these rules famously inconsistently. My Dystopian Robot Girlfriend also got rejected for the same reason, meanwhile plenty of East Asian shit has straight up loli content.

Rude. The reason it does sound like nonsense is that steam can't reinforce their own rules with any consistency, to save their lives and Magical Girl Konoha is a perfect example.

Alright, perhaps... However, i sincerely doubt that's enough to warrant ceasing development of this game, entirely... Given Naelstrof has just as many finished games released on steam, as Raliv does, and one of them was made TOGETHER with Raliv... And Naelstrof claims to be getting enough stable income to be an h-game dev, full-time... So then, what's Raliv's excuse?

As was stated.. Steam gave the game the ban hammer, offering no justification to Raliv about why, or how to fix the ban... But go ahead and sit their in your erred judgement. You know best, after all...

Do you have ANY idea, how many h-game devs just get bored with their project and then make up excuses to end the project because they don't want backlash from the people that gave them the money to continue working on the project? This website is literally a graveyard of exactly those situations... Very few of them happen overnight, it takes a long time of buttering people up with EXCUSES, before they're willing to let go.
Raliv has 2 finished games up on steam, same as Naelstrof, if Naelstrof can earn a stable income off of that, so can Raliv... His excuse of not having enough money? I don't buy it...
So please tell me, what possible reason do you have to be so judgemental?
