Are there any games that support more actions than skyrim?

There are a lot of actions in Sims 4. It's quite different, but it's kind of an alternative to Skyrim for people that like heavily-modded games. The nice thing is that you can build your world up, and, while it may not be the best-looking game, you can go first-person now and possibly even VR with some special software.
