Well, what i can say is, that this isn't normal.
Is this a prop asset?
I used a LED asset which work great. Neon something. Have to check.
Here is mine, also red.
Probably need more render time. I would aim for convergence and high sample rate. If you use something like an iray cam, it won't take forever.
