Artificial Academy low fps, even with the d3d9 fixes

In short: Running Win10, on a laptop, with HF patch, the overworld runs just fine, but when talk to character & H-scene, fps drops to what I swear is 2 fps. Try some d3d9 fix, don't work. Here are some fix that I tried (bold is d3d9):
Official Illusion patch: The loader/launcher won't boot
dgvoodoo: Logo then white screen then crash. Already tried both
Some d3d9 for SchoolMate: Don't work
Running in Win7 compatibility mode: Stuck at "Now loading", music still play
Turn off cel shade, outline, etc: literally the same
Change quality in launcher: Didn't work
