idk, I'm GMT+2 and the time of his posts is 2 hours before mine, so I guess if the time on the post says 19:00 and it's 21:00 here it is GMT 0 so Western Europe? Or am I wrong?

I have played the V7 of the game. To play V8 of the game must I redownload the whole 17Gigs again somebody plz help

Don't do it. Keep waiting for Episode 2. V8 didn't add any new erotic scenes. Only some cosmetics and new map parts, I think. Look at the changelog for more info.
But yes, you would need to download it all again. There is no update-only download.
