What on earth are you talking about, Chapter 2 being announced in 2022? Did you mean the 2.0 "official" release release that made the original one into Legacy?
In the oldest version 2 build I have laying around, the credits mention 6 staff members. Though, that's not especially important here, which is the question "what the hell are most of the devs doing on this game?" But what you're probably
actually asking about is "why is this development cycle apparently so inefficient?" Which is that this is an indie game by a small group that more or less doesn't have any experience doing this, and has so much fucking shit to learn. The early phases of Beat Banger's development are kind of a hot mess, even if there is real progress to show for their work. I get the impression that Kom is trying to learn and trying to get his ducks in a row, but sooner would have been better than later. We'll have to see if he can get his house in order and straighten out the game's development cycle in the near future.
