5 (soon 6) levels, between 4 and 10 loops per level, and 6 frames per loop. even if only a third of those need to be altered that's between 40 and 100 frames to redraw. and that's not even considering cutscene images or cum scenes.
I agree, it's not a dozen, but it's possible to implement it when the game is released. There's a lot of time available, considering that updates are released every 2-4 months.

Does anyone have information on a script or tool that can render a set of image files into a single image that would work as a set of frames for a mod in BEAT BANGER (the game this thread is about)?

I need this specifically for the purposes of modding in BEAT BANGER because BEAT BANGER is a game where said frames are used to render the in-game animations, BEAT BANGER (the game in the OP, that this thread is about), is a game where such animations are used, therefore my post is related (or, in other words, "on topic") to the game BEAT BANGER (that this thread is about).

Standalone. the actual artist would never release a level within a reasonable amount of time
I think you mistunderstood the question.
It is a mod of the game in the sense that you need the original game to play it, rather than being able to launch it on it's own.
It's made independently, but it's not standalone.
