IN SHORT - to solve this problem, I created a config file + it gives a little optimization and fixes the fog -_-, it should be located strictly in the \AppData\Local\OST_Game\Saved\Config\Windows folder Next to the GameUserSettings.ini file and it should always have a priority in the properties "read only", otherwise the game will delete it.
I also forced the game to run under Vulkan and this gave even more performance, here everyone decides whether it is necessary or not, but these files need to be thrown into the game folder with the file replacement (it is better to make a copy in advance).
