Bruh the instruction is unclear for me on how to extract the mods. do i extract the mods like this and put it into image folder? or do i go inside the folder and copy all into image folder?

Do yourself a favour and skip straight to searching for "Big Brother - MOD from the Smirniy v2"; it has this mod, plus all the others, along with a ton of extra content and an ending. It's pretty much the only complete version of BB.
