On Hold means that the developer has made a statement somewhere that the game development will be on indefinite pause for some time. When it will start up again is up to them, so mods mark the thread with On Hold so everyone knows.

It's a shame that this game won't get another bug fix. The VIP room is bugged (the doctor's (Laune) coma boyfriend ends up copying and using every VIP bed), so that means you can't commit the milf nurse's (Luna) husband to a VIP room and get the rest of her H-Scenes.
