As a game, it has its grind-y moments, but for titillating upskirts and partially unclad ladies, I might recommend
The Headmaster as you can (eventually) adjust the school's dress code to confiscate any panties that aren't plain white, forcing several girls to simply go without in many scenes.
The basic premise is that you become the headmaster of an all girl's school of girls who were moved to this special campus after they "failed" their senior high-school year. The owner is shady, your motives are pervy, and the staff is somehow willing to accept your bullshit rationalizations for why you need to strip and spank the students.
The "grind" I mentioned refers to a game-over state if you allow the discipline or grade stats to fall too low. (It's easy to simply focus on discipline until it hits around 23, and then you'll probably be fine.) The cast is huge (there's around 20 girls with unique corruption arcs) but for the majority of them, vaginal sex is not included... yet. That said, there is loads of ENF scenes, as well as oral sex, anal sex, and vaginal sex with a few of the staff members.
The game does have a lot of spanking content, so if that is a turn-off, you might want to skip this, but it's fairly tame by BDSM standards. (There is some reddened ass cheeks and bruises in certain scenes, but no welts or broken skin.)
