It gives the girls age in their stats menu, Serena being elven Nanako fifteen. In that linked post redknight00 did say loli.

Others could be because Honey Select and Koikatsu only have lolis if you put them in the game. With Cream and Degrees maybe the cartoon art style. Although Doll and Tentacle is another chibi pixel game that isn't allowed.
