I've seen many NTR games that are clearly based on popular anime or cartoons. Some even use the same characters, names, or settings, and they’re being sold for money. Would this count as copyright infringement? And does the fact that it’s an adult game make the legal situation even worse?
Can original creators sue NTR game devs for using their anime or cartoon for commercial use?

If they get noticed it might cause an issue. The "Parody" laws have a bunch of requirements that you have to fill to be able to use it as a defense.
It doesn't matter if the game is NTR. Characters are intellectual property and using them without modification will lead to issues.
Change names, backstory and make them somewhat visually different. (Superman parody example: The S is a D, his name is Superdick and his colors are pink and black, his real name is Cock Kent)

Yes, it can, because it harm the image of the characters and the story/movie/whatever they come from.

In most part of the worlds anybody can sue anyone they want as long as they have the money to pay for the lawyers they need and some companies *cough*Nintendo*cough* may exactly do that. I doesn't matter if you right or wrong, it only matter if you have the money to fight for it and if not they win per default (even if they would have been proofed wrong in court).

If you use someone else's IP and don't try to hide it or change it any, you can be a target. But it may depend on how much the owner of the IP wants to spend to go after you.
If for example you have a game using their characters that pulls up on the first page of Google if people search for the original IP holders stuff, you're probably going to get in trouble soon.
If you use a character the IP holder viciously protects with every ounce of their legal means, like Sanrio, if you even come close to the art style of that character they will come after you.
So it varies. I think overall if you have the talent to make a game, have the talent to make an original character and setting that won't cause problems for you later on down the road. Just start original and go from there.
