Most mods anymore are just repacks of the games unity based file sets. The animations should also be contained in those files. If you know unity and how to get those files into and out of unity, you might be able to create your own animations, and build your own items for the menus. Many of the mods for better H-scene and Ptration use the ik and FK bone motion from the unity based animations to adjust placement and adjust the animations. It shouldn't be much more difficult for someone to add new situations with menu adds that will allow you to select them, however, the normal menu items all affect the different character personality values in different ways, so you'll have to see if you can figure those out. Possible? Of course. Feasible? Less so... It's a lot of work, but you could, in theory, use the Neo program to design the animation values, then pull them out using an extractor like the sb3utility built for HS2, and finally, you'd have to import both your animation and a normal animation into a UNITY editor, then inject your animation into the game in the same folder as the normal animation, then try it out. Animations would require dialogue and other properties, and I believe NEO has the ability to adjust these, especially with the latest mods in BetterRepack or other late builds. It is POSSIBLE... ...But the amount of work is extensive.
