You just have to go around the whole city, talking to the NPCs, although I think the only area that doesn't have NPCs to sign is where the herbalist is. At the moment, I can only remember one or two merchants in the centre, I think a drinker in the tavern, in the cemetery area there must be an old man, a lady talking to another lady and then there is one in the cemetery in the same area, in the port I think there was a sailor or the thief.Does anyone know how the hell to get the 10 signatures for the church in Arbor?
There is no NTR as such, but there are several events you can do to make NTR happen, such as the nun with Father Fox, where in the mission you tell the nun that he feels lonely and she will comfort him and eventually they are having sex. Also, in a family event in the main village where one of the men who works as a farmer is looking for a wife, you can pair him with the rabbit from the mission to find x rabbits, while you have to get his son to sleep with the mother of the child you save with the herb. The girl at the stall where you sell? Not that I remember, she has her own events but to be honest I didn't look at them, but I don't think so. The only married woman I can remember right now is a woman in the capital, but there's hardly any mention of her husband.
