Okay, so this concept mandates 2 devs I think.
We have our male protagonist on his first day of <college> where he is pretty popular and meets a host of conventionally attractive girls who are clearly going to end up in his harem. They even make little comments about how they like bland inoffensive guys just like the MC and wouldn't mind sharing. Of course he trips and fondles no less then 2 girls over the course of the day.

Everything is going fine. Until the next day. The next day our MC is beaten up by a dog girl. His lunch money stolen and he is forced to orally service her:
Today the everyone avoids the MC and complain that he reeks of dog. Because he does. The harem girls notice that there is another man at the <college> who is almost as bland and inoffensive as the MC and begin to make moves. The other guy isn't as clumsy though as he actually has to be tripped by one of the girls before he will execute the falling grope.
Thus the game begins. The MC can attempt to avoid the dog girl and make progress with the harem (lol, she needs that lunch money). Seduce the dog girl and turn things around (lol, she doesn't respect the MC in the slightest and will never let him fuck her). Let the dog girl turn the MC into a virginal tongue slave.
Now the real trick is that it needs an actual harem dev to make the harem section of the game. That stuff is so bland.
But together, the silly romcom harem contrasting with the soul crushing reverse rape. I really think they would help bring out the flavour of both. One of those sweet and salty kind of deals.
