Agents of Heels and / or Noemi's Toscana Rebirth (or the NTR Origins prequel Mini-VN Series) my very well be the kind of game you're looking for. Both are character driven and involve personal pursuits of the characters vs those around them.
The first series follows Natasha Romanov's investigation into a shadowy agency she is a part of, while the second follow the main character Noemi's attempts to fight off a rival restaurateur (and abusive womanizer) and save her restaurant, before he get's his hands on her. Both series are apart of the same shared universe and have more and more links between them as they grow, so both the character and world depth are there.
