From my experience that's mainly because femdom games are in general made to cater to the fetish that men enjoy and the orgasm denial part of femdom like chastity is something that in general more popular whit women then men.

I agree and it as been done quite a bit in doujins espacially for artist like Akai Mato, pretty much everything he as done outside games as been solely chastity based femdom.
There's also visual novel published by Dieslmine that never got translated(Mou Yurushite! Shasei Kanri Onesan) that as mainly chastity.I got a couple of screnshot of the game left so here.
