I'd use notepad++ with JSON addon.
Make sure to save after altering the value.

it Seems to be the game is not showing modded value,but its working internally.i modified cash value 20 to 999, in game it shows 20, but able to buy gun for 50. Thanks for the suggestion of Notepad++.

Well,, i use Cheat Engine to change NUMERICAL VALUE, Ex: money x'Dx'D ,,, couldn't find any other option :FeelsBadMan:
