I believe this is the Russian card game "Fool" or "Durak" you can google it for instructions on how to play this confusing game. All you get for winning is a screen that says : You Win!

You're right. It is classical Russian card game. I live in Russia. My friends called me "Nazi" because I was a nasty player. The game is designed for 2 to 4 players. The task is to remove the card from the hands. The last player having cards get the status of "fool". And game completed but it is the simplest form without all the features. I'm sorry if poorly written.
