If you want to stop molesters from escaping most of the time, just upgrading normally like DrakeWasHere2 said works just fine without having to dive into the save file. If you really want to stop them 100% of the time, I wouldn't be surprised if you could change the chance the Hunter (automatically arrest escaping molesters) activates to 100%. Don't know for sure and can't check for the foreseeable future, so you'll have to check yourself.

Or if you just want to prevent molesters from trying to escape and just keep molesting forever, I'll refer to an older comment of mine:

You can increase your hearts up to 5 legitimately (the way DrakeWasHere2 mentioned). If you want, use this method:

The best method is to upgrade "Increased strength" in the menu at least once, then going into the save file and setting "Stamina" to some ridiculously high number. You need to upgrade Increased strength for Stamina to show in the save file (similar to the eyemask situation Hstrike has).

Last update was January 24, MC has an official VA now with nice voicelines when she gets molested. Here's also the actual message of dev:

"The timing is still undecided, but we plan to release a free trial version at the timing of posting a notice on DLSite. In the trial version, you will be able to listen to these voices. There are a lot of voices, and I haven't finished implementing all the voices yet, so I think it's going to take a while.

We will continue to work on the game so that it can be released by June of this year!

I am hoping to get a preliminary listing on DLSite within the next month, March. (Maybe even later...) At that time I will publish a free trial version along with it.
