Yes, some people use it as a base for their game like others use Sims, Daz, Honey Select or Koikatsu.

There are a ton of mods for it so it's pretty easy to get a setup going.

Same could be done with any of the Fallout games.

So, after a first short play, I can only say: much ado about nothing; you can just as well play Skyrim with the right mods and re-enact your own little stories, that's certainly ten times more entertaining than this cheeky "let's somehow cobble together a lousy game, no one will notice how pointless it is if there are enough lesbians in it" tour here.
I'm almost surprised that the title isn't "Command & Conquer"...
